Narrative:
VFR, some haze, visibility approximately 8-10 mi. While on 6 mi right base leg for 28L, we were #1 for airport and cleared to land but told to turn final outside the locator for noise abatement. Neither I nor my copilot can remember when, but an small aircraft was cleared for takeoff on 28L. After turning final and slowly configuring for landing to expedite our arrival, we were at approach speed of 133 KTS at 500 ft. With the sun angle, lack of TCASII warning or strobe lights on the small aircraft neither one of us saw the small aircraft. No callout or commands from tower to us or the small aircraft. I first saw the small aircraft when I was about 20-30 ft above the runway in the plane and the small aircraft was slightly above the horizon. At this point, I elected to land thinking that, if I went around I might hit him or blow him into the ground. A somewhat normal landing was made while applying heavy brakes and reverse. I called tower while I was in the flare and asked what the small aircraft was doing and got no response. After the second call and while we rolled under the small aircraft, we were told he was turning north and I said 'thanks!' I don't think tower knew what happened until the second call. We were TCASII equipped and the system was working, but no warning was given, no strobe light seen, just the silhouette. The tower operator said later that when he cleared the small aircraft for takeoff he didn't pay him much attention and watched us instead. A timely go around call would have been nice.

Title: MLG IN FLARE FOR LNDG HAS NMAC WITH SMA ON TKOF.
Narrative: VFR, SOME HAZE, VISIBILITY APPROX 8-10 MI. WHILE ON 6 MI R BASE LEG FOR 28L, WE WERE #1 FOR ARPT AND CLRED TO LAND BUT TOLD TO TURN FINAL OUTSIDE THE LOCATOR FOR NOISE ABATEMENT. NEITHER I NOR MY COPLT CAN REMEMBER WHEN, BUT AN SMA WAS CLRED FOR TKOF ON 28L. AFTER TURNING FINAL AND SLOWLY CONFIGURING FOR LNDG TO EXPEDITE OUR ARR, WE WERE AT APCH SPD OF 133 KTS AT 500 FT. I DON'T THINK TWR KNEW WHAT HAPPENED UNTIL THE SECOND CALL. WE WERE TCASII EQUIPPED AND THE SYS WAS WORKING, BUT NO WARNING WAS GIVEN, NO STROBE LIGHT SEEN, JUST THE SILHOUETTE. THE TWR OPERATOR SAID LATER THAT WHEN HE CLRED THE SMA FOR TKOF HE DIDN'T PAY HIM MUCH ATTN AND WATCHED US INSTEAD. A TIMELY GAR CALL WOULD HAVE BEEN NICE.
