Narrative:

We were climbing out of lax on loop 9 (daggett) departure. Controller issued traffic call at 10:30 position VFR at 11500 ft. We did not see the traffic but had him on TCASII. Controller told us to increase rate of climb. TCASII gave a TA 400 ft above us. We saw the traffic and leveled off to stay below his altitude. TCASII gave RA to descend at 500-1000 FPM. We had traffic in sight though, and he passed behind and above us. If we had continued climbing, we would probably have been at his altitude and he might have hit our wake turbulence. Since we leveled off, we did not meet the crossing restriction of 13000 ft or above at keggs intersection. We advised the controller that we did not meet the restriction because of the traffic. He said he had no problem with what had happened. We advised him we had no problem also.

Title: ALTDEV ALT XING RESTRICTION NOT MET.

Narrative: WE WERE CLBING OUT OF LAX ON LOOP 9 (DAGGETT) DEP. CTLR ISSUED TFC CALL AT 10:30 POS VFR AT 11500 FT. WE DID NOT SEE THE TFC BUT HAD HIM ON TCASII. CTLR TOLD US TO INCREASE RATE OF CLB. IF WE HAD CONTINUED CLBING, WE WOULD PROBABLY HAVE BEEN AT HIS ALT AND HE MIGHT HAVE HIT OUR WAKE TURB. SINCE WE LEVELED OFF, WE DID NOT MEET THE XING RESTRICTION OF 13000 FT OR ABOVE AT KEGGS INTXN. WE ADVISED THE CTLR THAT WE DID NOT MEET THE RESTRICTION BECAUSE OF THE TFC. HE SAID HE HAD NO PROB WITH WHAT HAD HAPPENED. WE ADVISED HIM WE HAD NO PROB ALSO.
