Narrative:

Kennedy TCA controller contacted while helicopter was in the east river exclusion. Routing and entry point request was made, transponder code set at controller's request. I feel that the controller's then prolonged silence was a purposeful attempt to encourage our possible unauthorized intrusion into TCA airspace before informing us that la guardia controller actually had responsibility for the airspace being requested. Subsequent dealings with kennedy revealed an extremely busy, almost harried, atmosphere.

Narrative: KENNEDY TCA CTLR CONTACTED WHILE HELI WAS IN THE EAST RIVER EXCLUSION. ROUTING AND ENTRY POINT REQUEST WAS MADE, XPONDER CODE SET AT CTLR'S REQUEST. I FEEL THAT THE CTLR'S THEN PROLONGED SILENCE WAS A PURPOSEFUL ATTEMPT TO ENCOURAGE OUR POSSIBLE UNAUTH INTRUSION INTO TCA AIRSPACE BEFORE INFORMING US THAT LA GUARDIA CTLR ACTUALLY HAD RESPONSIBILITY FOR THE AIRSPACE BEING REQUESTED. SUBSEQUENT DEALINGS WITH KENNEDY REVEALED AN EXTREMELY BUSY, ALMOST HARRIED, ATMOSPHERE.
