Narrative:
In cruise flight at FL290, 50 NM nnw of djb VOR, the TCASII issued a TA for an intruder at 10 O'clock and 8 NM, 1600 ft below our altitude and climbing. The TA became an RA and a climb was directed by TCASII and accomplished by the captain. Reaching approximately FL295 a 'monitor vertical speed' command was received indicating level off, followed within seconds by a 'clear of conflict' call. ZOB was notified, as we descended back to FL290. ZOB then informed us that an light transport jet had leveled at FL280 below us. I believe the TA/RA was caused by the light transport jet high rate of climb below us as well as reduced separation (1000 ft) below FL290. The deviation may also have been avoided if ZOB had called out the traffic and we could have acquired the traffic visually, possibly averting the need to climb out of our assigned altitude.

Title: FLC OF AN MLG ACR ACFT TOOK EVASIVE ACTION AND CLBED ABOVE ASSIGNED ALT IN RESPONSE TO A TCASII RA WHICH WAS CAUSED BY A FAST CLBING CPR JET BELOW THEIR ALT.
Narrative: IN CRUISE FLT AT FL290, 50 NM NNW OF DJB VOR, THE TCASII ISSUED A TA FOR AN INTRUDER AT 10 O'CLOCK AND 8 NM, 1600 FT BELOW OUR ALT AND CLBING. THE TA BECAME AN RA AND A CLB WAS DIRECTED BY TCASII AND ACCOMPLISHED BY THE CAPT. REACHING APPROX FL295 A 'MONITOR VERT SPD' COMMAND WAS RECEIVED INDICATING LEVEL OFF, FOLLOWED WITHIN SECONDS BY A 'CLR OF CONFLICT' CALL. ZOB WAS NOTIFIED, AS WE DSNDED BACK TO FL290. ZOB THEN INFORMED US THAT AN LTT JET HAD LEVELED AT FL280 BELOW US. I BELIEVE THE TA/RA WAS CAUSED BY THE LTT JET HIGH RATE OF CLB BELOW US AS WELL AS REDUCED SEPARATION (1000 FT) BELOW FL290. THE DEV MAY ALSO HAVE BEEN AVOIDED IF ZOB HAD CALLED OUT THE TFC AND WE COULD HAVE ACQUIRED THE TFC VISUALLY, POSSIBLY AVERTING THE NEED TO CLB OUT OF OUR ASSIGNED ALT.
