Narrative:
Told to cross miera at 15000 ft. I was off radio frequency getting ATIS when the captain was given instructions to cross miera at 15000 ft. I came back up on frequency and he said 'down to 15000 ft.' we crossed miera 5000-8000 ft high. I should have questioned him because STAR states expect to cross miera at 15000 ft.

Title: ALTDEV ALT XING RESTRICTION NOT MET.
Narrative: TOLD TO CROSS MIERA AT 15000 FT. I WAS OFF RADIO FREQ GETTING ATIS WHEN THE CAPT WAS GIVEN INSTRUCTIONS TO CROSS MIERA AT 15000 FT. I CAME BACK UP ON FREQ AND HE SAID 'DOWN TO 15000 FT.' WE CROSSED MIERA 5000-8000 FT HIGH. I SHOULD HAVE QUESTIONED HIM BECAUSE STAR STATES EXPECT TO CROSS MIERA AT 15000 FT.
