Narrative:
Gjtt is non radar approach control facility. Controllers in this facility occasionally issue departing IFR aircraft filed V26 nebound, 'depart runway 29 proceed outbound on the localizer to intercept V26.' V26 is located approximately 9 mi from the departure end of runway 29 and the MEA is 11000 ft nebound. This is not an approved instrument departure procedure and the common consensus is that it is perfectly acceptable. V26 is the jnc 018 degree radial and the departure heading for runway 29 is 292 degrees which is an 86 degree interception angle. Because everyone else does it, I have done it myself, but I doubt I or anyone else could justify these instructions if an aircraft wasn't capable of climbing to 11000 ft 9 mi from the departure end of runway 29.
