Narrative:
While awaiting our IFR clearance at pib airport we were told by mccomb radio that to receive it we would need to depart to the south. We were holding short of runway 36 so we had to taxi down the runway and exit midfield then go to the hold short of runway 18. We had been monitoring the unicom frequency for approximately 30 mins and had listened to 2 aircraft depart and 1 arrive. We had heard a 'guard military flight' call unicom 8 mi out, but he did not say what his intentions were. As the first officer completed copying the clearance down, I reported on unicom frequency that we were taking the runway 36 to taxi down it and turn off midfield. I began to taxi and looked out on final to see a 'guard light transport' aircraft on final approach just emerging from the scattered clouds. The sky was gray and so was his airplane. All I caught a glimpse of was his lights. I stopped the airplane immediately, but the nose was slightly over the runway. I again announced our position and the 'guard military' replied as he flew by that he was on short final and he saw us. This military aviator did a terrible job of uncontrolled airport radio calls and exercised poor judgement flying in marginal conditions into an uncontrolled airport where IFR traffic is present.

Title: COMMUTER LTT TAXIING FOR TKOF AT NON TWR ARPT HAS NMAC WITH MIL ACFT LNDG.
Narrative: WHILE AWAITING OUR IFR CLRNC AT PIB ARPT WE WERE TOLD BY MCCOMB RADIO THAT TO RECEIVE IT WE WOULD NEED TO DEPART TO THE S. WE WERE HOLDING SHORT OF RWY 36 SO WE HAD TO TAXI DOWN THE RWY AND EXIT MIDFIELD THEN GO TO THE HOLD SHORT OF RWY 18. THIS MIL AVIATOR DID A TERRIBLE JOB OF UNCTLED ARPT RADIO CALLS AND EXERCISED POOR JUDGEMENT FLYING IN MARGINAL CONDITIONS INTO AN UNCTLED ARPT WHERE IFR TFC IS PRESENT.
