Narrative:
While taxiing out of the parking ramp at atw, we received initial instructions to 'taxi to the center of the airfield and hold short of all runways.' once we had reached runways 11/29 and 3/21 from the west, was a corporate jet taxiing eastbound, opposite our direction for runway 11. The next instruction we received from our controller was to 'taxi right on runway 29.' we proceeded out on runway 11/29 and started wbound understanding that the opposite direction jet would pass us on the taxiway. As we approached runway 21, to cross heading wbound on runway 11/29, an aircraft rolling out from landing on runway 21 passed in front of us right to left. The landing aircraft, an small aircraft twin, was not apparent to us until it was directly in front of us. We had every intention of continuing wbound and were not told to hold short of runway 21, but it was apparent that in the controller's mind we would have held short. It was noted that the controller was working ground, tower, along with 2 active runways and a flight check aircraft on approach to ILS runway 3.

Title: AN ACR LTT TAXIED ACROSS AN ACTIVE RWY VERY CLOSE TO AN SMA TWIN ROLLING OUT.
Narrative: WHILE TAXIING OUT OF THE PARKING RAMP AT ATW, WE RECEIVED INITIAL INSTRUCTIONS TO 'TAXI TO THE CTR OF THE AIRFIELD AND HOLD SHORT OF ALL RWYS.' ONCE WE HAD REACHED RWYS 11/29 AND 3/21 FROM THE W, WAS A CORPORATE JET TAXIING EBOUND, OPPOSITE OUR DIRECTION FOR RWY 11. THE NEXT INSTRUCTION WE RECEIVED FROM OUR CTLR WAS TO 'TAXI R ON RWY 29.' WE PROCEEDED OUT ON RWY 11/29 AND STARTED WBOUND UNDERSTANDING THAT THE OPPOSITE DIRECTION JET WOULD PASS US ON THE TXWY. AS WE APCHED RWY 21, TO CROSS HDG WBOUND ON RWY 11/29, AN ACFT ROLLING OUT FROM LNDG ON RWY 21 PASSED IN FRONT OF US R TO L. THE LNDG ACFT, AN SMA TWIN, WAS NOT APPARENT TO US UNTIL IT WAS DIRECTLY IN FRONT OF US. WE HAD EVERY INTENTION OF CONTINUING WBOUND AND WERE NOT TOLD TO HOLD SHORT OF RWY 21, BUT IT WAS APPARENT THAT IN THE CTLR'S MIND WE WOULD HAVE HELD SHORT. IT WAS NOTED THAT THE CTLR WAS WORKING GND, TWR, ALONG WITH 2 ACTIVE RWYS AND A FLT CHK ACFT ON APCH TO ILS RWY 3.
