Narrative:
I relieved the local controller simultaneous operations on 2 runways. Ultimately, an small transport X reported inbound for landing and was assigned a runway. When on short final the aircraft reported gear indicated unsafe. He requested tower assistance in visually checking gear. Due to the lack of staffing and his departure pattern versus my position, I was unable to make any observations of his gear nor, due to the volume of calls by other aircraft was I able to have any meaningful communications with the pilot. I finally told everyone to 'maintain frequency silence.' never did I feel able to provide aircraft with the kind of service he deserved, nor the attention he needed nor was I able to notify operations of his potential emergency. The supervisor was working a position and unable to assist whatsoever.

Title: SMT X MADE GAR DUE TO UNSAFE LNDG GEAR INDICATION.
Narrative: I RELIEVED THE LCL CTLR SIMULTANEOUS OPS ON 2 RWYS. ULTIMATELY, AN SMT X RPTED INBOUND FOR LNDG AND WAS ASSIGNED A RWY. WHEN ON SHORT FINAL THE ACFT RPTED GEAR INDICATED UNSAFE. HE REQUESTED TWR ASSISTANCE IN VISUALLY CHKING GEAR. DUE TO THE LACK OF STAFFING AND HIS DEP PATTERN VERSUS MY POS, I WAS UNABLE TO MAKE ANY OBSERVATIONS OF HIS GEAR NOR, DUE TO THE VOLUME OF CALLS BY OTHER ACFT WAS I ABLE TO HAVE ANY MEANINGFUL COMS WITH THE PLT. I FINALLY TOLD EVERYONE TO 'MAINTAIN FREQ SILENCE.' NEVER DID I FEEL ABLE TO PROVIDE ACFT WITH THE KIND OF SVC HE DESERVED, NOR THE ATTN HE NEEDED NOR WAS I ABLE TO NOTIFY OPS OF HIS POTENTIAL EMER. THE SUPVR WAS WORKING A POS AND UNABLE TO ASSIST WHATSOEVER.
