Narrative:

Requested by phone at jes IFR 8000 ft direct jax medium large transport pbi pmp. Given in-flight direct brunswick V3 vero beach direct pmp 8000 ft. At vero beach received new route from mia 8000 ft direct phk V437 gremm request direct pmp. The east coast from orm to mia was clear VFR with scattered layer at 3000 ft. Central florida (my new route) was building cumulus clouds to 10000 ft, cumulu nimbus west. I requested more easterly route to clear WX and was refused. At phk turning to dougs 8000 ft in clouds moderate turbulence unstable flight control, mia instructed descend to 6000 ft. Because 6000 ft would be more severe WX conditions I stated unable due to WX conditions. The controller wanted to know if I was instrument rated. Within approximately 3 mins, a break in clouds allowed me to descend to 6000 ft. Pbi cleared to 3000 ft. Still in clouds ceiling 2500 -right. Mia cleared to 2000 ft and approach pmp.

AT VERO BEACH RECEIVED NEW RTE FROM MIA 8000 FT DIRECT PHK V437 GREMM REQUEST DIRECT PMP. THE EAST COAST FROM ORM TO MIA WAS CLR VFR WITH SCATTERED LAYER AT 3000 FT. CENTRAL FLORIDA (MY NEW RTE) WAS BUILDING CUMULUS CLOUDS TO 10000 FT, CUMULU NIMBUS W. I REQUESTED MORE EASTERLY RTE TO CLR WX AND WAS REFUSED.
