Narrative:
Cleared to descend to 13000 ft, direct to plant intersection on knox arrival to ord. Passing 15000 ft controller issued traffic warning at our 12 O'clock position. Did not have visual but target was on our TCASII scope. Target was below and climbing. Several seconds later, we got a TA and then an RA to climb. I stopped descent and climb approximately 300-500 ft before TCASII gave us a monitor vertical speed and then clear of conflict. Without TCASII this would have been a very close miss, target was a twin climbing to 13500 ft VFR. We advised ATC of the RA and they said we were clear of traffic and to continue our descent to 11000 ft.

Title: FLC OF AN LGT ACR ACFT STOPPED DSCNT AND CLBED IN RESPONSE TO A TCASII RA.
Narrative: CLRED TO DSND TO 13000 FT, DIRECT TO PLANT INTXN ON KNOX ARR TO ORD. PASSING 15000 FT CTLR ISSUED TFC WARNING AT OUR 12 O'CLOCK POS. DID NOT HAVE VISUAL BUT TARGET WAS ON OUR TCASII SCOPE. TARGET WAS BELOW AND CLBING. SEVERAL SECONDS LATER, WE GOT A TA AND THEN AN RA TO CLB. I STOPPED DSCNT AND CLB APPROX 300-500 FT BEFORE TCASII GAVE US A MONITOR VERT SPD AND THEN CLR OF CONFLICT. WITHOUT TCASII THIS WOULD HAVE BEEN A VERY CLOSE MISS, TARGET WAS A TWIN CLBING TO 13500 FT VFR. WE ADVISED ATC OF THE RA AND THEY SAID WE WERE CLR OF TFC AND TO CONTINUE OUR DSCNT TO 11000 FT.
