Narrative:

Minimum fuel was declared on arrival into msp and resulted in expedited handling. Fuel on departure included 5.5 minimum pounds reserve and 3 minimum pounds contingency. Extensive ground time on departure at lga together with lower than planned cruise altitude due to turbulence (280 versus 350) resulted in computed fuel on arrival at msp of 7 minimum pounds versus flight planned 8.5 minimum pounds. Approximately 20 mi east of nickl, center gave us a vector for the dayle fix and the dayle arrival to msp, pulling us off of the nickl 2 arrival. When input to the FMC this showed fuel on arrival of 5.5 minimum pounds. We advised center we were unable to take this clearance due to fuel and were then cleared to the cinci intersection (approximately 35 mi nne of msp) for vectors to approach runway 11L. We were given priority handling and landed with reserve fuel 5.5 minimum pounds. Our fuel situation was a result of several factors that built on each other. Our fuel situation was fine until given the rerte over dayle. It was a good example of the need for air crews to maintain constant vigilance and recompute fuel plan when things change. Supplemental information from acn 249235: these factors left us with somewhat less fuel than planned (about 3000 pounds). Declared minimum fuel with msp approach and got a vector direct to the field and landed. Numerous communication breakdowns between center and msp approach control. Talked to msp approach control supervisor and discussed the problem.
