Narrative:
Aircraft cleared to descend to 8000 ft. At this time TCASII gave TA. First officer reported this to controller. Controller instructed aircraft to turn left 080 degrees. This was followed by immediate RA which caused aircraft to climb 2000 ft back up to 11000 ft.
