Narrative:
On final approach to runway 4 ewr, we encountered an RA. We were cleared for the ILS runway 4, descending between 5000 ft to 4000 ft we encountered an RA. We followed the advisory to climb (approximately 400 ft). After visual contact with the aircraft, we resumed the approach. Supplemental information from acn 249965: TA alert on the TCASII went off and then an RA alert telling us to climb. We had located the aircraft at this time, but by then, we had already stopped our descent and started an ascent. We had determined that the conflict was not a problem, but had thought that it was a little strange for outbound traffic to be on the localizer outbound at our altitude.

Title: ACR HAS TCASII RA ON APCH.
Narrative: ON FINAL APCH TO RWY 4 EWR, WE ENCOUNTERED AN RA. WE WERE CLRED FOR THE ILS RWY 4, DSNDING BTWN 5000 FT TO 4000 FT WE ENCOUNTERED AN RA. WE FOLLOWED THE ADVISORY TO CLB (APPROX 400 FT). AFTER VISUAL CONTACT WITH THE ACFT, WE RESUMED THE APCH. SUPPLEMENTAL INFORMATION FROM ACN 249965: TA ALERT ON THE TCASII WENT OFF AND THEN AN RA ALERT TELLING US TO CLB. WE HAD LOCATED THE ACFT AT THIS TIME, BUT BY THEN, WE HAD ALREADY STOPPED OUR DSCNT AND STARTED AN ASCENT. WE HAD DETERMINED THAT THE CONFLICT WAS NOT A PROB, BUT HAD THOUGHT THAT IT WAS A LITTLE STRANGE FOR OUTBOUND TFC TO BE ON THE LOC OUTBOUND AT OUR ALT.
