Narrative:
Cpr X departed bakersfield on an IFR flight plan via bakersfield meadows 1 departure V197 pmd dag CRESO1 las. Cpr X checked in heading 210 degrees, climbing to 6000 ft. I instructed cpr X to turn left heading 150 degrees, climb and maintain 13000 ft. I instructed cpr X to turn left heading 120 degrees when able, proceed direct palmdale. I issued traffic 11 O'clock, 8 mi nwbound, altitude indicated 8300 ft. I then issued traffic Y, 11 O'clock, 3 mi, expedite climb. I observed cpr X in a turn in front of and across traffic Y's course. I asked cpr X 'say heading.' cpr X responded, 'heading 085 degrees.' I asked, ;is your TCASII telling you to turn?' cpr X responded, 'yes sir.' cpr X then said, 'never did see him, we're turning on course.' cpr X then said, 'we have him in sight now.'
