Narrative:
This is the second occurrence of its type within 2 months at exactly the same location and altitude. In both instances a light twin is coming opposite direction at about 8500 ft MSL while we have been cleared to leave 11000 ft MSL and cross the robbinsville VOR at 8000 ft MSL on the warrd 4 arrival into ewr. This is an area of transition to approach control. The TCASII paints the target with altitude separation ht. The TCASII alerted us to reduce descent which avoided conflict but prevented our rbv crossing at 8000 ft MSL. We advised ATC with no further comment. It appears that this may be a convenient corridor for VFR aircraft, whose use must stop! Another subject: over florence, sc, on jet airway at 33000 ft, noted TCASII picked up a target 6500 ft below and climbing at a high rate. Advised captain who initiated a climb simultaneously with RA to 'climb,' while I queried ATC about target. They replied that it was an aircraft assigned to FL310. Indeed, it did level off below us, but with needless aggravation on our part. Advice: keep high performance operations within training areas, and tell fighter crews what they're subjecting their brother pilots to. Also, ATC may have notified us if they were aware.

Title: FLC OF AN MLG ACR ACFT STOPPED DSCNT IN RESPONSE TO A TCASII RA RESULTING IN NOT MEETING A XING RESTR ON A STAR.
Narrative: THIS IS THE SECOND OCCURRENCE OF ITS TYPE WITHIN 2 MONTHS AT EXACTLY THE SAME LOCATION AND ALT.
