Narrative:

Normal ILS to runway 28 on 120.6. Approach was to near minimums. There was no instruction to contact tower on approach or ground control after landing. I landed long to pass an aircraft that was on the parallel taxiway and to be closer to ramp. When I noticed 3 aircraft holding at the ramp exit at taxiway B, I realized that I was still on 120.6 approach frequency. I then switched to 121.9 ground and was reprimanded for crossing the yellow line on the taxiway without contacting ground. No one was delayed more than 2 mins and there was no hazard to safety. Approach should have handed me off to tower. I should have changed upon landing. It is a normal occurrence to be told to taxi to the ramp and remain on tower frequency at this time of the morning.

Title: FLC OF AN SMT ATX ACFT LANDED WITHOUT CLRNC FROM AN IFR APCH.

Narrative: NORMAL ILS TO RWY 28 ON 120.6. APCH WAS TO NEAR MINIMUMS. THERE WAS NO INSTRUCTION TO CONTACT TWR ON APCH OR GND CTL AFTER LNDG. I LANDED LONG TO PASS AN ACFT THAT WAS ON THE PARALLEL TXWY AND TO BE CLOSER TO RAMP. WHEN I NOTICED 3 ACFT HOLDING AT THE RAMP EXIT AT TXWY B, I REALIZED THAT I WAS STILL ON 120.6 APCH FREQ. I THEN SWITCHED TO 121.9 GND AND WAS REPRIMANDED FOR XING THE YELLOW LINE ON THE TXWY WITHOUT CONTACTING GND. NO ONE WAS DELAYED MORE THAN 2 MINS AND THERE WAS NO HAZARD TO SAFETY. APCH SHOULD HAVE HANDED ME OFF TO TWR. I SHOULD HAVE CHANGED UPON LNDG. IT IS A NORMAL OCCURRENCE TO BE TOLD TO TAXI TO THE RAMP AND REMAIN ON TWR FREQ AT THIS TIME OF THE MORNING.
