Narrative:
Climbing out from bur on the vny 7 departure, we were given a heading to intercept the pmd 218 degree radial. When the CDI began to move, the captain started his turn to intercept. About the time we thought we should be on the radial, the needles (CDI and VOR) became unsteady and wavering. About that time the lax controller said we were about 3 mi south of course, we had traffic off our right at our altitude and to turn left to avoid if we did not see the traffic. We got a TCASII TA about that time and observed the target 1-2 mi away. We continued our climb, turn for separation and continued the departure without incident. This problem occurred because of an unsteady NAVAID which performed normally for the rest of the flight. No recommendations.

Title: FLC OF AN MLG ACR ACFT DEVIATED FROM ASSIGNED SID TRACK DUE TO FLUCTUATING CDI NEEDLES.
Narrative: CLBING OUT FROM BUR ON THE VNY 7 DEP, WE WERE GIVEN A HDG TO INTERCEPT THE PMD 218 DEG RADIAL. WHEN THE CDI BEGAN TO MOVE, THE CAPT STARTED HIS TURN TO INTERCEPT. ABOUT THE TIME WE THOUGHT WE SHOULD BE ON THE RADIAL, THE NEEDLES (CDI AND VOR) BECAME UNSTEADY AND WAVERING. ABOUT THAT TIME THE LAX CTLR SAID WE WERE ABOUT 3 MI S OF COURSE, WE HAD TFC OFF OUR R AT OUR ALT AND TO TURN L TO AVOID IF WE DID NOT SEE THE TFC. WE GOT A TCASII TA ABOUT THAT TIME AND OBSERVED THE TARGET 1-2 MI AWAY. WE CONTINUED OUR CLB, TURN FOR SEPARATION AND CONTINUED THE DEP WITHOUT INCIDENT. THIS PROB OCCURRED BECAUSE OF AN UNSTEADY NAVAID WHICH PERFORMED NORMALLY FOR THE REST OF THE FLT. NO RECOMMENDATIONS.
