Narrative:
Cleared for a visual approach to runway 10 to hold short of runway 15R in bwi while we were on downwind. There was 4600 ft of runway available and only 3800 ft was required for landing according to aircraft performance. We accepted the clearance. We were cleared for the approach and cleared to land and we briefed on holding short of runway 15R. Turning final we intercepted the localizer and GS and flew it inbound. The approach was flown on speed. On short final we saw an aircraft roll through the intersection and we heard another cleared for takeoff on runway 15R. At the middle marker we went below GS to be able to land shorter. After landing I was unable to get the propellers into reverse. It took at least 3 attempts. It became clear that we would not be able to hold short of runway 15R. Tower asked if we could stop. The first officer told them we would be unable. Air carrier Y said he was aborting takeoff. All happened about the same time. During the above conversation I finally got it into reverse and we were in deep reverse and maximum braking. We had slowed almost to a stop just as we got to the intersection and tower said continue across. We were almost stopped. We came out of reverse and continued across. Our plan was to hold short of runway 15R. The performance data said we could do it. The procedure was correct. The briefing was correct. But we couldn't hold short. Supplemental information from acn 254477: aircraft had a normal touchdown but the captain had difficulty getting the propellers into reverse thrust. I advised the captain that the intersection was coming up and that he needed to stop the aircraft. Tower questioned if we would be able to make the restriction because the tower had cleared an aircraft to takeoff runway 15R. We were involved in trying to stop the aircraft and could not respond to the tower until the aircraft was into the intersection. Sufficient runway was available for landing according to our charts. Problem resulted when the captain was unable to effect reverse thrust and decelerate the aircraft. Supplemental information from acn 254464: we were cleared for takeoff on bwi runway 15R. Air carrier X was cleared to land runway 10 and hold short of runway 15R. We commenced a takeoff roll and at approximately 75-80 KTS, air carrier X came into view and it was obvious he would be unable to stop short of runway 15R. We started a reject and notified tower. We slowed and were able to stop prior to intersection of runway 15R and runway 10 as air carrier X continued into the intersection and then almost stopped in the middle of the intersection until tower urgently instructed him to clear our runway. This was a potential collision if we had not rejected the takeoff in time. This is a very unsafe tower practice.

Narrative: CLRED FOR A VISUAL APCH TO RWY 10 TO HOLD SHORT OF RWY 15R IN BWI WHILE WE WERE ON DOWNWIND. WE WERE CLRED FOR THE APCH AND CLRED TO LAND AND WE BRIEFED ON HOLDING SHORT OF RWY 15R. TURNING FINAL WE INTERCEPTED THE LOC AND GS AND FLEW IT INBOUND. THE APCH WAS FLOWN ON SPD. ON SHORT FINAL WE SAW AN ACFT ROLL THROUGH THE INTXN AND WE HEARD ANOTHER CLRED FOR TKOF ON RWY 15R. AT THE MIDDLE MARKER WE WENT BELOW GS TO BE ABLE TO LAND SHORTER. AFTER LNDG I WAS UNABLE TO GET THE PROPS INTO REVERSE. IT TOOK AT LEAST 3 ATTEMPTS. IT BECAME CLR THAT WE WOULD NOT BE ABLE TO HOLD SHORT OF RWY 15R. TWR ASKED IF WE COULD STOP. THE FO TOLD THEM WE WOULD BE UNABLE. ACR Y SAID HE WAS ABORTING TKOF. ALL HAPPENED ABOUT THE SAME TIME. DURING THE ABOVE CONVERSATION I FINALLY GOT IT INTO REVERSE AND WE WERE IN DEEP REVERSE AND MAX BRAKING. WE HAD SLOWED ALMOST TO A STOP JUST AS WE GOT TO THE INTXN AND TWR SAID CONTINUE ACROSS. WE WERE ALMOST STOPPED. WE CAME OUT OF REVERSE AND CONTINUED ACROSS. OUR PLAN WAS TO HOLD SHORT OF RWY 15R. THE PERFORMANCE DATA SAID WE COULD DO IT. THE PROC WAS CORRECT. THE BRIEFING WAS CORRECT.
