Narrative:

En route on the wilkes-barre 2 arrival to teb, I asked the PIC if he wanted me to confirm if ATC was going to give us the published crossing altitude at mugzy. Our current distance from mugzy would make the crossing difficult if a descent was not initiated soon. The PIC agreed and contact with ATC was attempted, but we could not contact ATC. The previous frequency was tried with no contact, several other frequencys were attempted with no results. I advised the PIC of the expected crossing clearance and asked if he wanted me to squawk 7700 or 7600 lost communication. The PIC response was squawk 7500 no communication. I questioned the 7500 code and referred to 7600 as no communication, his response was 7500 is no communication so I did as instructed, thinking I could have been in error. The altitude on the STAR was missed. Attempts to contact ATC and approach were continued with no results. Communication was finally established with teb tower, but was poor, probably due to distance. Another frequency was assigned for new york approach (127.6), communication was not established with approach. Another frequency was assigned. Communication was not 100 percent until on approach to teb airport. After landing and the confusion was cleared up, we were met by the FAA. A ramp check was done, the inspector found that the airworthiness certificate was a copy. The communication problem seemed to have been a problem with ATC communication. This is supported by the fact that we were able to talk to tower and other ctrs. Another possibility is that we flew out of the center's airspace without being handed off. Both radios were used during the event with no results on either radio. The problem seemed only to be with new york in that area. Future trips were flown without any communication problems. Supplemental information from acn 257641: we were met by a swat team. The first officer and myself were informed to depart the aircraft with our hands up and walk backwards to one of the numerous teams of officers. After assuring them nothing was wrong we were allowed to proceed to FBO a. It seems that, when we squawked no radio 7600, they were receiving the hijack code 7500. A report was given to the police and the FAA (card of agent attached). While checking us and the aircraft for proper paperwork, and other things they check for, he found the airworthiness certificate was a photocopy and had to be replaced. Which we did.

Title: AN ATX LTT SQUAWKED 'HIJACK' VICE 'NO RADIO.'

THE PREVIOUS FREQ WAS TRIED WITH NO CONTACT, SEVERAL OTHER FREQS WERE ATTEMPTED WITH NO RESULTS. I ADVISED THE PIC OF THE EXPECTED XING CLRNC AND ASKED IF HE WANTED ME TO SQUAWK 7700 OR 7600 LOST COM. THE PIC RESPONSE WAS SQUAWK 7500 NO COM. I QUESTIONED THE 7500 CODE AND REFERRED TO 7600 AS NO COM, HIS RESPONSE WAS 7500 IS NO COM SO I DID AS INSTRUCTED, THINKING I COULD HAVE BEEN IN ERROR. THE ALT ON THE STAR WAS MISSED. ATTEMPTS TO CONTACT ATC AND APCH WERE CONTINUED WITH NO RESULTS. COM WAS FINALLY ESTABLISHED WITH TEB TWR, BUT WAS POOR, PROBABLY DUE TO DISTANCE. ANOTHER FREQ WAS ASSIGNED FOR NEW YORK APCH (127.6), COM WAS NOT ESTABLISHED WITH APCH. ANOTHER FREQ WAS ASSIGNED. COM WAS NOT 100 PERCENT UNTIL ON APCH TO TEB ARPT. AFTER LNDG AND THE CONFUSION WAS CLRED UP, WE WERE MET BY THE FAA. A RAMP CHK WAS DONE, THE INSPECTOR FOUND THAT THE AIRWORTHINESS CERTIFICATE WAS A COPY. THE COM PROB SEEMED TO HAVE BEEN A PROB WITH ATC COM. THIS IS SUPPORTED BY THE FACT THAT WE WERE ABLE TO TALK TO TWR AND OTHER CTRS. ANOTHER POSSIBILITY IS THAT WE FLEW OUT OF THE CTR'S AIRSPACE WITHOUT BEING HANDED OFF. BOTH RADIOS WERE USED DURING THE EVENT WITH NO RESULTS ON EITHER RADIO. THE PROB SEEMED ONLY TO BE WITH NEW YORK IN THAT AREA. FUTURE TRIPS WERE FLOWN WITHOUT ANY COM PROBS. SUPPLEMENTAL INFO FROM ACN 257641: WE WERE MET BY A SWAT TEAM. THE FO AND MYSELF WERE INFORMED TO DEPART THE ACFT WITH OUR HANDS UP AND WALK BACKWARDS TO ONE OF THE NUMEROUS TEAMS OF OFFICERS. AFTER ASSURING THEM NOTHING WAS WRONG WE WERE ALLOWED TO PROCEED TO FBO A. IT SEEMS THAT, WHEN WE SQUAWKED NO RADIO 7600, THEY WERE RECEIVING THE HIJACK CODE 7500. A RPT WAS GIVEN TO THE POLICE AND THE FAA (CARD OF AGENT ATTACHED). WHILE CHKING US AND THE ACFT FOR PROPER PAPERWORK, AND OTHER THINGS THEY CHK FOR, HE FOUND THE AIRWORTHINESS CERTIFICATE WAS A PHOTOCOPY AND HAD TO BE REPLACED. WHICH WE DID.
