Narrative:
We had just received a taxi clearance to '11L remote deice, join the outer behind the medium large transport out of gate a.' I looked right, down the outer taxiway, and as far as I could see it was clear. (We were joining at a shallow angle and I couldn't see all the way to the end of the outer.) I then began my flow pattern and the next thing I know (maybe 20 seconds later) I look up and see and hear an light transport right next to us on our right, moving down the outer taxiway at 40 KTS. I called, stop! The captain did and the light transport missed us by perhaps as little as 15 ft. I asked ground if we had been supposed to follow him and ground said 'no, he was supposed to follow you.' he later told ground that he didn't think he had been told to give way to us. Given the fact that the outer was clear when I checked it and when he passed us, he was halfway up to rotation speed, it seems to me that he was deliberately trying to cut us off. If so, it was the ht of recklessness. If not, it was an amazingly oblivious action.

Title: MLG CLRED FOR TAXI ALMOST HIT BY LTT.
Narrative: WE HAD JUST RECEIVED A TAXI CLRNC TO '11L REMOTE DEICE, JOIN THE OUTER BEHIND THE MLG OUT OF GATE A.' I LOOKED R, DOWN THE OUTER TXWY, AND AS FAR AS I COULD SEE IT WAS CLR. (WE WERE JOINING AT A SHALLOW ANGLE AND I COULDN'T SEE ALL THE WAY TO THE END OF THE OUTER.) I THEN BEGAN MY FLOW PATTERN AND THE NEXT THING I KNOW (MAYBE 20 SECONDS LATER) I LOOK UP AND SEE AND HEAR AN LTT RIGHT NEXT TO US ON OUR R, MOVING DOWN THE OUTER TXWY AT 40 KTS. I CALLED, STOP! THE CAPT DID AND THE LTT MISSED US BY PERHAPS AS LITTLE AS 15 FT. I ASKED GND IF WE HAD BEEN SUPPOSED TO FOLLOW HIM AND GND SAID 'NO, HE WAS SUPPOSED TO FOLLOW YOU.' HE LATER TOLD GND THAT HE DIDN'T THINK HE HAD BEEN TOLD TO GIVE WAY TO US. GIVEN THE FACT THAT THE OUTER WAS CLR WHEN I CHKED IT AND WHEN HE PASSED US, HE WAS HALFWAY UP TO ROTATION SPD, IT SEEMS TO ME THAT HE WAS DELIBERATELY TRYING TO CUT US OFF. IF SO, IT WAS THE HT OF RECKLESSNESS. IF NOT, IT WAS AN AMAZINGLY OBLIVIOUS ACTION.
