Narrative:
After takeoff, switched to departure control on 124.8. He cleared us to 12000 ft and a turn to 090 degrees. Passing about 9000 ft on 090 degree heading, he cleared us to turn to 360 degrees and contact ZMA on 124.1. This was wrong frequency and we were sent back to previous frequency. On reaching 12000 ft and 360 degree heading, we received a TA on TCASII. Soon after, this turned into an RA with a command to climb. We did climb to 12500 ft and observed an light transport jet turning south at 12000 ft. Estimate that we missed by about 2 mi. Finally got back to departure on 124.8, and he said he had tried to contact us to level us at 11000 ft. The departure controller was very busy and giving multiple instructions to multiple aircraft without any breaks for acknowledgements.

Title: FLC OF AN LGT ACR ACFT OVERSHOT CLB ASSIGNED ALT IN RESPONSE TO A TCASII RA.
Narrative: AFTER TKOF, SWITCHED TO DEP CTL ON 124.8. HE CLRED US TO 12000 FT AND A TURN TO 090 DEGS. PASSING ABOUT 9000 FT ON 090 DEG HDG, HE CLRED US TO TURN TO 360 DEGS AND CONTACT ZMA ON 124.1. THIS WAS WRONG FREQ AND WE WERE SENT BACK TO PREVIOUS FREQ. ON REACHING 12000 FT AND 360 DEG HDG, WE RECEIVED A TA ON TCASII. SOON AFTER, THIS TURNED INTO AN RA WITH A COMMAND TO CLB. WE DID CLB TO 12500 FT AND OBSERVED AN LTT JET TURNING S AT 12000 FT. ESTIMATE THAT WE MISSED BY ABOUT 2 MI. FINALLY GOT BACK TO DEP ON 124.8, AND HE SAID HE HAD TRIED TO CONTACT US TO LEVEL US AT 11000 FT. THE DEP CTLR WAS VERY BUSY AND GIVING MULTIPLE INSTRUCTIONS TO MULTIPLE ACFT WITHOUT ANY BREAKS FOR ACKNOWLEDGEMENTS.
