Narrative:
Cpr X cleared to land on runway 1 by the tower out of a left base turn. As cpr X was configured and checklists completed, we noticed a twin-engine propeller holding in position on runway 1. No mention was given by tower, so inside the MM, we initiated a go around and announced over the radio 'airplane on runway.' we saw no red light from tower or anything! We returned for a normal landing after that.
