D328 descending to 4000 ft, heading 150 degrees. Carj eastbound at 4000 ft. D328 turned heading 090 degrees to parallel carj for base leg. D328 washed out of turn. Carj descended to 3000 ft. D328 turned north to avoid. Carj reports a TCASII alert and initiates climb resulting in loss of separation.
