Narrative:
While on the approach for runway 4R at ewr, at approximately 1600 ft, the tower told us to climb to 2000 ft for traffic. 2-3 seconds later we received an RA on the TCASII which we followed until clear of conflict. Although approach told us to climb to 2000 ft when we received the RA, we climbed to 2300 ft, then descended back down to 2000 ft. The problem was that a small twin had violated the airspace.

Title: FLC OF AN LGT ACR ACFT CLBED ABOVE ASSIGNED ALT IN RESPONSE TO A TCASII RA.
Narrative: WHILE ON THE APCH FOR RWY 4R AT EWR, AT APPROX 1600 FT, THE TWR TOLD US TO CLB TO 2000 FT FOR TFC. 2-3 SECONDS LATER WE RECEIVED AN RA ON THE TCASII WHICH WE FOLLOWED UNTIL CLR OF CONFLICT. ALTHOUGH APCH TOLD US TO CLB TO 2000 FT WHEN WE RECEIVED THE RA, WE CLBED TO 2300 FT, THEN DSNDED BACK DOWN TO 2000 FT. THE PROB WAS THAT A SMALL TWIN HAD VIOLATED THE AIRSPACE.
