Narrative:

We were cleared for takeoff on runway 21C at dtw. We had set takeoff power and were accelerating through 100 KTS (about 5 KTS below V1) when I saw another act crossing runway 21C at taxiway F. The captain and I decided that continuing the takeoff would place us safely over the taxiing aircraft. If we had aborted I think we would have either hit the taxiing act or rolled in to the grass. I think the crew of the other aircraft, mid-way through the runway, saw us because they accelerated their taxi. By the time we reached intersection F we were 200 ft above the aircraft and their tail was exiting the runway. The captain reconfirmed our clearance for takeoff and it was confirmed by the controller. I think the controller did not see if we had actually taken off before he cleared the other aircraft to taxi across runway 21C. I don't think the controller knew what had happened.

Title: ACR SMT ON TKOF ROLL SAW ANOTHER ACFT CROSS THE ACTIVE RWY AT AN INTXN DOWNFIELD. SMT CONTINUED HIS TKOF AND PASSED APPROX 200 FT OVER THE OTHER ACFT.

Narrative: WE WERE CLRED FOR TKOF ON RWY 21C AT DTW. WE HAD SET TKOF PWR AND WERE ACCELERATING THROUGH 100 KTS (ABOUT 5 KTS BELOW V1) WHEN I SAW ANOTHER ACT XING RWY 21C AT TXWY F. THE CAPT AND I DECIDED THAT CONTINUING THE TKOF WOULD PLACE US SAFELY OVER THE TAXIING ACFT. IF WE HAD ABORTED I THINK WE WOULD HAVE EITHER HIT THE TAXIING ACT OR ROLLED IN TO THE GRASS. I THINK THE CREW OF THE OTHER ACFT, MID-WAY THROUGH THE RWY, SAW US BECAUSE THEY ACCELERATED THEIR TAXI. BY THE TIME WE REACHED INTXN F WE WERE 200 FT ABOVE THE ACFT AND THEIR TAIL WAS EXITING THE RWY. THE CAPT RECONFIRMED OUR CLRNC FOR TKOF AND IT WAS CONFIRMED BY THE CTLR. I THINK THE CTLR DID NOT SEE IF WE HAD ACTUALLY TAKEN OFF BEFORE HE CLRED THE OTHER ACFT TO TAXI ACROSS RWY 21C. I DON'T THINK THE CTLR KNEW WHAT HAD HAPPENED.
