Narrative:
While cruising at FL280 TCASII issued an RA with associated voice and ivsi commands to 'climb.' target was observed on TCASII screen turning red in color and indicating 1000 ft then 800 ft. Autoplt was disconnected and manual climb initiated to FL290. Target was observed on screen 1000 ft. Visual contact was made. ZAB was informed of our TCASII alert and traffic was idented as air carrier airlines Y. Center advised air carrier Y was indicating FL270. After passing descent was initiated to FL280. Full explanation was given on altitude deviation, cause, and outcome. ZAB indicated by voice that 'no action' regarding incident would be taken. Supplemental information from acn 259061: I was working air carrier Y climbing to FL270, with air carrier X at FL280 being worked by another controller. I advised air carrier Y he might want to slow his climb because air carrier X was TCASII equipped and keep an RA alert from going off.
