Narrative:
On descent to fll, encountered heavy turbulence entering cirrustratus clouds passing FL310. Seat belt sign was on but not all passenger were seated. 2 passenger received bumps on their heads. Turbulence lasted about 5 seconds. Radar did not show any returns in the area. No turbulence reports from other aircraft except light chop. Timely reports of turbulence in the area by atl would have influenced my decision to have passenger and crew seated earlier, if there were any rough air reports.

Title: 2 PAX INJURED WHEN ACFT ENCOUNTERS UNEXPECTED TURB.
Narrative: ON DSCNT TO FLL, ENCOUNTERED HVY TURB ENTERING CIRRUSTRATUS CLOUDS PASSING FL310. SEAT BELT SIGN WAS ON BUT NOT ALL PAX WERE SEATED. 2 PAX RECEIVED BUMPS ON THEIR HEADS. TURB LASTED ABOUT 5 SECONDS. RADAR DID NOT SHOW ANY RETURNS IN THE AREA. NO TURB RPTS FROM OTHER ACFT EXCEPT LIGHT CHOP. TIMELY RPTS OF TURB IN THE AREA BY ATL WOULD HAVE INFLUENCED MY DECISION TO HAVE PAX AND CREW SEATED EARLIER, IF THERE WERE ANY ROUGH AIR RPTS.
