Narrative:
Shift staffing at austin approach dropped to a level far below what management would have approved or ever had in past. After XL00 pm, only 2 controllers (1 radar, 1 tower) on duty when normal is 4-5 and previous minimum is 3. Traffic is normal wkday. Mid shift reports at XM45 local. No overtime called, resulting in potential hazardous situation. Not even 1 'hold- over' from earlier shift. This is becoming a pattern and it compromises safety. Supervisors are afraid to use any overtime, even when staffing is critical.
