Narrative:

During a period of moderate traffic I was vectoring a C141 to a TACAN approach to runway 16 at tcm. As I turned the act onto final I called traffic at 1 O'clock, 1 mi, eastbound, altitude indicates 1700 ft. The C141 was level at 2000 ft. The pilot advised he was searching. Upon completion of his approach the pilot returned O the radar approach pattern for another approach. He stated that the traffic I had called was very close and appeared to be 'scud running.' he later described the aircraft as a v-tail bonanza. He stated that the aircraft had passed directly below him without proper cloud clearance for a VFR aircraft.

Title: MIL C141 HAD NMAC WITH VFR BF35 WHILE ON APCH. SEE AND AVOID CONCEPT.

Narrative: DURING A PERIOD OF MODERATE TFC I WAS VECTORING A C141 TO A TACAN APCH TO RWY 16 AT TCM. AS I TURNED THE ACT ONTO FINAL I CALLED TFC AT 1 O'CLOCK, 1 MI, EBOUND, ALT INDICATES 1700 FT. THE C141 WAS LEVEL AT 2000 FT. THE PLT ADVISED HE WAS SEARCHING. UPON COMPLETION OF HIS APCH THE PLT RETURNED O THE RADAR APCH PATTERN FOR ANOTHER APCH. HE STATED THAT THE TFC I HAD CALLED WAS VERY CLOSE AND APPEARED TO BE 'SCUD RUNNING.' HE LATER DESCRIBED THE ACFT AS A V-TAIL BONANZA. HE STATED THAT THE ACFT HAD PASSED DIRECTLY BELOW HIM WITHOUT PROPER CLOUD CLRNC FOR A VFR ACFT.
