Narrative:
As an observer, I have witnessed on a couple of occasions that the tower at hpn would give a 'fair' breaking report to open the airport after its closure due to poor braking. This report would be based on a truck's stopping ability. Runway 16 at hpn has a slope downhill. There seems to be a pressing need to get the airport open, no matter what the conditions are. There have been several incidents of aircraft running off the end of the runway or barely being able to stop.

Title: AN ACR PLT COMPLAINS THAT THE TWR AT HPN OPENS THE RWY ON, WHAT HE CONSIDERS, FAULTY BRAKING ACTION RPTS.
Narrative: AS AN OBSERVER, I HAVE WITNESSED ON A COUPLE OF OCCASIONS THAT THE TWR AT HPN WOULD GIVE A 'FAIR' BREAKING RPT TO OPEN THE ARPT AFTER ITS CLOSURE DUE TO POOR BRAKING.
