Narrative:
Aircraft operator didn't like the operation. Air carrier X was on final, an small transport in position and a medium large transport rolled full length of runway. To avoid sending air carrier X around I told him to circle and land runway 32. He gave no indication it was not acceptable until he called on the telephone. In my opinion it was not an unsafe operation and if he thought it was he should have said so and I would have issued a go-around.

Title: ACR PLT COMPLAINS ABOUT RWY CHANGE.
Narrative: ACFT OPERATOR DIDN'T LIKE THE OPERATION. ACR X WAS ON FINAL, AN SMT IN POS AND A MLG ROLLED FULL LENGTH OF RWY. TO AVOID SENDING ACR X AROUND I TOLD HIM TO CIRCLE AND LAND RWY 32. HE GAVE NO INDICATION IT WAS NOT ACCEPTABLE UNTIL HE CALLED ON THE TELEPHONE. IN MY OPINION IT WAS NOT AN UNSAFE OPERATION AND IF HE THOUGHT IT WAS HE SHOULD HAVE SAID SO AND I WOULD HAVE ISSUED A GO-AROUND.
