Narrative:
On arrival to portland international, PIC stepped off aircraft to consult with a maintenance person concerning a musty smell in the aircraft, as reported by a flight attendant. An aviation safety inspector (FAA) was waiting in the jetway behind the maintenance person, and approached both the pilot and the maintenance person. The asi asked for license and identify. The PIC was asking the maintenance person about more information concerning this situation, and the asi stated that the pilot was asking for permission on whether to write a logbook entry. This was not the case. The pilot wanted to know about the air filter checking procedure to correct the problem. An entry was made in the logbook, and the asi followed the maintenance person to follow up on the logbook write-up.
