Narrative:

Upon landing in the wind, I expected a drag landing. I had a lightwt basket and I pulled the vent line and hung on. I was being pulled out of the basket and dragged along the ground. The basket turned over and I fell out. The balloon continued to drag along the ground for 1 mi. It stopped when the basket hit a culvert. The envelope deflated over a pwrline, which snapped the circuit breaker. The balloon continued to deflate over a barbed wire fence. I had plenty of fuel when I landed but I thought the field was large enough for a drag landing. I did not anticipate being thrown out. Callback conversation with reporter revealed the following information: this incident occurred at the end of a long distance flight of 457 mi from ama to bie. The reporter was alone and had no injuries. The balloon was ripped by a barbed wire fence and there was a slight burn hole from the power line. The balloon was leased, so the FAA is saying that she damaged someone else's property. The reporter has been interviewed on the phone by a FSDO representative and the matter 'has been turned over to FAA legal.' the basket never left the ground after the reporter was dumped out. The reporter is under investigation for another power line incident for which there was no ASRS report. A 30 day suspension was suggested for the first incident.

Title: A HOT AIR BALLOON PLT WAS BOUNCED OUT OF HER BASKET.

Narrative: UPON LNDG IN THE WIND, I EXPECTED A DRAG LNDG. I HAD A LIGHTWT BASKET AND I PULLED THE VENT LINE AND HUNG ON. I WAS BEING PULLED OUT OF THE BASKET AND DRAGGED ALONG THE GND. THE BASKET TURNED OVER AND I FELL OUT. THE BALLOON CONTINUED TO DRAG ALONG THE GND FOR 1 MI. IT STOPPED WHEN THE BASKET HIT A CULVERT.
