Narrative:
Initial descent clearance to 3000 ft NDB approach. No reception of NDB requested sdf 9 cleared for sdf 9. Headings 280 then approximately 02 (check tapes) then left turn to 070 degrees advised we had turned right 070 degrees, acknowledged later controller realized mistake and advised again to turn right to 070 degrees. This was after the fact. We were already 070 degrees. Established localizer beam approach indicates descent to 2000 ft permissible. Controller issued altitude alert and stated climb to 3000 ft as cleared. We complied. Passing through 2600 ft controller advised maintain 2600 ft as published. We established OM and descended to decision ht and approach completion. A review of the approach plate clearly shows 2600 ft until established and then 2000 ft. Controller clearance to 3000 ft and altitude alert of 1900 ft was wrong and put the flight in jeopardy by creating confusion in cockpit.

Narrative: INITIAL DSCNT CLRNC TO 3000 FT NDB APCH. NO RECEPTION OF NDB REQUESTED SDF 9 CLRED FOR SDF 9. HDGS 280 THEN APPROX 02 (CHK TAPES) THEN L TURN TO 070 DEGS ADVISED WE HAD TURNED R 070 DEGS, ACKNOWLEDGED LATER CTLR REALIZED MISTAKE AND ADVISED AGAIN TO TURN R TO 070 DEGS. THIS WAS AFTER THE FACT. WE WERE ALREADY 070 DEGS. ESTABLISHED LOC BEAM APCH INDICATES DSCNT TO 2000 FT PERMISSIBLE. CTLR ISSUED ALT ALERT AND STATED CLB TO 3000 FT AS CLRED. WE COMPLIED. PASSING THROUGH 2600 FT CTLR ADVISED MAINTAIN 2600 FT AS PUBLISHED. WE ESTABLISHED OM AND DSNDED TO DECISION HT AND APCH COMPLETION. A REVIEW OF THE APCH PLATE CLRLY SHOWS 2600 FT UNTIL ESTABLISHED AND THEN 2000 FT. CTLR CLRNC TO 3000 FT AND ALT ALERT OF 1900 FT WAS WRONG AND PUT THE FLT IN JEOPARDY BY CREATING CONFUSION IN COCKPIT.
