Narrative:

Air carrier X northbound cleared to 4000 ft row runway 9R. Air carrier Y sbound at 5000 ft for runway 8L. X got RA to climb when he was 4 mi away at 5300 ft descending to 4000 ft. This caused him to level off at air carrier Y's altitude. The RA had instructed X to climb, prior to loosing 3 mi separation he was turned on final and cleared for a visual approach. I believe that had the pilot not been so concerned with TCASII and descended at a normal rate, he would have been at 4000 ft before he got close to final. In my opinion TCASII made this situation closer than it would have been!

Title: ACR X TCASII RA NON ADHERENCE TO ATC CLRNC HAD LTSS FROM ACR Y.

Narrative: ACR X NBOUND CLRED TO 4000 FT ROW RWY 9R. ACR Y SBOUND AT 5000 FT FOR RWY 8L. X GOT RA TO CLB WHEN HE WAS 4 MI AWAY AT 5300 FT DSNDING TO 4000 FT. THIS CAUSED HIM TO LEVEL OFF AT ACR Y'S ALT. THE RA HAD INSTRUCTED X TO CLB, PRIOR TO LOOSING 3 MI SEPARATION HE WAS TURNED ON FINAL AND CLRED FOR A VISUAL APCH. I BELIEVE THAT HAD THE PLT NOT BEEN SO CONCERNED WITH TCASII AND DSNDED AT A NORMAL RATE, HE WOULD HAVE BEEN AT 4000 FT BEFORE HE GOT CLOSE TO FINAL. IN MY OPINION TCASII MADE THIS SIT CLOSER THAN IT WOULD HAVE BEEN!
