Narrative:
Departed fxe airport north, heading 025 degrees LORAN direct to rbx, approximately 680 NM climb to 9500 ft. 2 1/2 hours into the flight a f- 16 came along beside me. I rocked the wings and waved to him. The F-16 then turned off. He gave me no indication that he wanted to communicate with me. So I continued on my way. I landed at manteo, nc, approximately 4 1/2 hours of total flight. Went to the men's room, fueled the plane and departed manteo for marlboro, nj, 2n8. About 10 mins later I heard someone question the FBO about the aircraft that had just received fuel. It was my tail n-number. I asked who wanted aircraft? There was a pause. When I asked again they wanted to know my destination. I said 2n8. I asked if they would like me to land so we could talk. We agreed to land at elizabeth city, ecg. I asked what this was in reference to. They said violating an ADIZ. I said 'ok.' we landed, they were from customs. I offered them 100 percent cooperation. I had nothing to hide. They asked if I had been to texas. I told them I had never been there. They said that someone had used my tail number on mar/xx/94. I explained to them that the plane was in the shop having the fuel tanks repaired and I had the work order and invoice to prove it. They asked if I talked to the F-16 pilot and I told them I had not. He gave no indication that he wanted to communicate with me. Customs soon released me. They were very nice. I looked up the far 99.11. I knew a flight plan was required for flts into and out of the united states but didn't know a flight plan was required to cross or operate within the ADIZ without leaving the country. I have notified the FAA and will make sure it never happens again. I think it would be helpful if along the ADIZ boundary the words 'DVFR flight plan required within or across the line.' this would make it easy to read on both VFR and IFR charts.

Narrative: DEPARTED FXE ARPT N, HDG 025 DEGS LORAN DIRECT TO RBX, APPROX 680 NM CLB TO 9500 FT. 2 1/2 HRS INTO THE FLT A F- 16 CAME ALONG BESIDE ME. I ROCKED THE WINGS AND WAVED TO HIM. I HAVE NOTIFIED THE FAA AND WILL MAKE SURE IT NEVER HAPPENS AGAIN. I THINK IT WOULD BE HELPFUL IF ALONG THE ADIZ BOUNDARY THE WORDS 'DVFR FLT PLAN REQUIRED WITHIN OR ACROSS THE LINE.' THIS WOULD MAKE IT EASY TO READ ON BOTH VFR AND IFR CHARTS.
