Aircraft X was issued a climb to 11000 ft. Aircraft Y was issued a clearance to 12000 ft. Aircraft Y was issued traffic (aircraft X) climbing to 11000 ft. Aircraft Y acknowledged the traffic, but continued descent to 11000 ft instead of leveling off at assigned altitude of 12000 ft.
