Narrative:
Ground cleared air carrier X to taxi to parking via taxiway west and to cross runway 06. As we taxied across runway 06 a high wing small aircraft Y passed within 150 ft of our aircraft on takeoff from runway 28. That aircraft had been cleared for takeoff on runway 33L. Isp ground said that we were not at fault, that small aircraft Y had taken off from the wrong runway. No evasive action taken.

Title: SMA Y NON ADHERENCE TO ATC CLRNC (UNAUTHORIZED RWY ENTRY TKOF ON WRONG RWY) HAD LTSS FROM ACR X. PLTDEV.
Narrative: GND CLRED ACR X TO TAXI TO PARKING VIA TAXIWAY W AND TO CROSS RWY 06. AS WE TAXIED ACROSS RWY 06 A HIGH WING SMA Y PASSED WITHIN 150 FT OF OUR ACFT ON TKOF FROM RWY 28. THAT ACFT HAD BEEN CLRED FOR TKOF ON RWY 33L. ISP GND SAID THAT WE WERE NOT AT FAULT, THAT SMA Y HAD TAKEN OFF FROM THE WRONG RWY. NO EVASIVE ACTION TAKEN.
