Narrative:
While attempting to open apl (approach control final), the a/north display was not readable on all data tags, and lines appeared and faded at random on the display. Due to this malfunction, the apl duties had to be transitioned to the apr position, which was not open at the time. This caused a delay in splitting the position. Traffic was medium, so did not cause a hazardous situation. Cause of malfunctioning display unknown.

Title: ATC EQUIP PROB RADAR ARTS.
Narrative: WHILE ATTEMPTING TO OPEN APL (APCH CTL FINAL), THE A/N DISPLAY WAS NOT READABLE ON ALL DATA TAGS, AND LINES APPEARED AND FADED AT RANDOM ON THE DISPLAY. DUE TO THIS MALFUNCTION, THE APL DUTIES HAD TO BE TRANSITIONED TO THE APR POS, WHICH WAS NOT OPEN AT THE TIME. THIS CAUSED A DELAY IN SPLITTING THE POS. TFC WAS MEDIUM, SO DID NOT CAUSE A HAZARDOUS SIT. CAUSE OF MALFUNCTIONING DISPLAY UNKNOWN.
