Narrative:
Radar vector for approach to jfk, heading about 280 degrees descending to 3000 ft. Given a turn to about 200 degrees by approach at the same time received a TCASII warning requiring evasive action. Started a left climbing turn to about 3500 ft. Advised approach control, but received no readback. The international relief pilot (irp) on board saw the traffic on the scope. We missed by 200 ft vertical separation and '0' ft horizontal. TRACON was swamped with traffic! Contacted TRACON jfk sector to discuss event, under investigation.
