Narrative:
On departure from frankfurt airport a TA was given by our TCASII to limit climb due to an aircraft conflict. About the same time on the departure SID at 5 DME a right turn is to be commenced to a 275 degree heading to intercept a 261 degree radial off ffm VOR. The turn was made to 275 degrees at the 5 DME as prescribed but the captain's VOR went inoperative and the first officer course deviation bar showed we were through, i.e., right of the radial already. We turned back left to intercept the first officer course bar and called departure control to report the problem. The controller advised that we were left of course and gave radar vectors. Without the traffic avoidance we might have been higher for navigation purposes but we feel either both aircraft vors were at fault or the frankfurt VOR was faulty. Nothing unfavorable was said by departure control. We feel the situation of the navigation error was unusual and advised our company of the problem.

Title: WDB ON DEP SID HAS TCASII RA TO LEVEL. VOR THEN FAILS ON CAPT SIDE AND MISS INTERCEPT. VECTORED BACK ON COURSE.
Narrative: ON DEP FROM FRANKFURT ARPT A TA WAS GIVEN BY OUR TCASII TO LIMIT CLB DUE TO AN ACFT CONFLICT. ABOUT THE SAME TIME ON THE DEP SID AT 5 DME A R TURN IS TO BE COMMENCED TO A 275 DEG HDG TO INTERCEPT A 261 DEG RADIAL OFF FFM VOR. THE TURN WAS MADE TO 275 DEGS AT THE 5 DME AS PRESCRIBED BUT THE CAPT'S VOR WENT INOP AND THE FO COURSE DEV BAR SHOWED WE WERE THROUGH, I.E., R OF THE RADIAL ALREADY. WE TURNED BACK L TO INTERCEPT THE FO COURSE BAR AND CALLED DEP CTL TO RPT THE PROB. THE CTLR ADVISED THAT WE WERE L OF COURSE AND GAVE RADAR VECTORS. WITHOUT THE TFC AVOIDANCE WE MIGHT HAVE BEEN HIGHER FOR NAV PURPOSES BUT WE FEEL EITHER BOTH ACFT VORS WERE AT FAULT OR THE FRANKFURT VOR WAS FAULTY. NOTHING UNFAVORABLE WAS SAID BY DEP CTL. WE FEEL THE SIT OF THE NAV ERROR WAS UNUSUAL AND ADVISED OUR COMPANY OF THE PROB.
