Narrative:

I was cleared for takeoff runway 21 cno on an IFR flight plan to crq. The clearance read, 'after departure, direct paradise VOR.' this required a left crosswind turn (standard for closed traffic at cno). At approximately 1000 ft MSL (400 ft AGL), I began my crosswind turn. Upon leveling out at 1100 ft MSL (500 AGL) on crosswind, I noted an aircraft pass directly underneath me, headed toward the airport. I asked the control tower if they knew this aircraft was there, and they said no. I asked them if they were in radio contact with the pilot and they said no. I requested that the tower controller, when establishing radio contact with the pilot, to tell him/her that he is an idiot. The tower controller said she couldn't honor that request. Upon reaching my destination about 45 mins later, I called cno tower to see if they had the 'north' number of this aircraft, and they did not. The controller that I spoke with on the phone (not the original controller) said it had been a busy and crazy morning. He stated that one aircraft landed at the airport without making any radio contact with anyone (I wonder if this is the same plane I had the conflict with) and another had taken off full length runway 21 without getting tower clearance (simultaneous use runways 21 and 26 intersecting!!)

Title: 2 SMA'S HAD AN NMAC ON THE CNO TFC PATTERN.

Narrative: I WAS CLRED FOR TKOF RWY 21 CNO ON AN IFR FLT PLAN TO CRQ. THE CLRNC READ, 'AFTER DEP, DIRECT PARADISE VOR.' THIS REQUIRED A L XWIND TURN (STANDARD FOR CLOSED TFC AT CNO). AT APPROX 1000 FT MSL (400 FT AGL), I BEGAN MY XWIND TURN. UPON LEVELING OUT AT 1100 FT MSL (500 AGL) ON XWIND, I NOTED AN ACFT PASS DIRECTLY UNDERNEATH ME, HEADED TOWARD THE ARPT. I ASKED THE CTL TWR IF THEY KNEW THIS ACFT WAS THERE, AND THEY SAID NO. I ASKED THEM IF THEY WERE IN RADIO CONTACT WITH THE PLT AND THEY SAID NO. I REQUESTED THAT THE TWR CTLR, WHEN ESTABLISHING RADIO CONTACT WITH THE PLT, TO TELL HIM/HER THAT HE IS AN IDIOT. THE TWR CTLR SAID SHE COULDN'T HONOR THAT REQUEST. UPON REACHING MY DEST ABOUT 45 MINS LATER, I CALLED CNO TWR TO SEE IF THEY HAD THE 'N' NUMBER OF THIS ACFT, AND THEY DID NOT. THE CTLR THAT I SPOKE WITH ON THE PHONE (NOT THE ORIGINAL CTLR) SAID IT HAD BEEN A BUSY AND CRAZY MORNING.
