Narrative:
On ILS visual runway 27L at chicago O'hare, we were cleared to land. Meanwhile an air carrier Y B767 in position on runway 22L is cleared for takeoff, but for some reason is delaying his takeoff roll. Just as I, as the PNF, am about to inquire via radio to the tower of the status of the B767 as well as reconfirm our clearance to land, before I can do this, O'hare tower states 'air carrier Y xyz, cleared for immediate takeoff' with heavy emphasis on immediate. He then begins his takeoff roll. We meanwhile had leveled off to stop our descent, flew well over the B767, and landed slightly long but normally on 27L with more tha( 5 uate runway. A go around still would have involved overflying the B767 and runway length was more than adequate. Constant awareness is a must. Air carrier Y did not have that.
