Narrative:
While turning final at ogg airport runway 2, the right engine started surging and control of the aircraft became marginal. I took over ctrl of the aircraft (the first officer had been flying) and declared an emergency, and since we were on short final, elected to continue the landing. After touchdown the aircraft was marginally ctlable with beta selected. After clearing the runway, I canceled the emergency. While taxiing into the parking spot, the left wingtip struck the rudder of a parked aircraft. The ramp was crowded with transient aircraft and is not lighted.

Title: FLC OF AN LTT ATX ACFT STRUCK ANOTHER ACFT WHILE PARKING ON AN UNLIGHTED RAMP DUE TO LACK OF POSITIVE ACFT CTRL FROM AN ENG SURGING PROB WITH ONE ENG ON SHORT FINAL DURING WHICH THE FLC DECLARED EMER.
Narrative: WHILE TURNING FINAL AT OGG ARPT RWY 2, THE R ENG STARTED SURGING AND CTL OF THE ACFT BECAME MARGINAL. I TOOK OVER CTRL OF THE ACFT (THE FO HAD BEEN FLYING) AND DECLARED AN EMER, AND SINCE WE WERE ON SHORT FINAL, ELECTED TO CONTINUE THE LNDG. AFTER TOUCHDOWN THE ACFT WAS MARGINALLY CTLABLE WITH BETA SELECTED. AFTER CLRING THE RWY, I CANCELED THE EMER. WHILE TAXIING INTO THE PARKING SPOT, THE L WINGTIP STRUCK THE RUDDER OF A PARKED ACFT. THE RAMP WAS CROWDED WITH TRANSIENT ACFT AND IS NOT LIGHTED.
