Narrative:

Departing ptk, mi, runway 27 on mar/xx/94 at XA00 pm EST. Turned south then east on heading 090 degrees. Approximately 7 mi out, turned to heading of 070 degrees. In about 1 min on course of 070 degrees, approximately 1 O'clock position, I saw a set of landing lights go on, and a few seconds later a jet (lear) passed to my right side in the opposite direction, distance estimated 400 ft, same altitude, maybe 50 ft lower. I did not communicate with other pilot but reported to tower what had just happened. Then continued on course.
