Narrative:
As PIC of air carrier X I complied with 2 simultaneous and opposing TCASII resolutions over the homeland VOR on the kayoh STAR to sna (orange county, ca). These TCASII resolutions were caused by 2 dehaviland twin otters in the process of dropping sky divers directly over the hdf VOR on this extremely busy turbojet arrival to orange county. As we passed 'clear of conflict' under both aircraft, 1 of the jump aircraft pilots stated 'air carrier X just passing through the drop zone, hold the drop.' although we did not experience a near miss because of the TCASII warning, we both feel that we were right in the middle of a near disaster. In talking with ontario approach control, I was advised that the hdf VOR is an authority/authorized drop zone, one they have tried to eliminate for yrs. Is an airline disaster with 3 aircraft, 150 passenger, 10 crew members, and 20 sky divers necessary before these drop zones are prohibited in and around these busy terminal areas?

Title: ACR X TCASII RA WITH PARACHUTE ACFT Y. EVASIVE ACTION TAKEN.
Narrative: AS PIC OF ACR X I COMPLIED WITH 2 SIMULTANEOUS AND OPPOSING TCASII RESOLUTIONS OVER THE HOMELAND VOR ON THE KAYOH STAR TO SNA (ORANGE COUNTY, CA). THESE TCASII RESOLUTIONS WERE CAUSED BY 2 DEHAVILAND TWIN OTTERS IN THE PROCESS OF DROPPING SKY DIVERS DIRECTLY OVER THE HDF VOR ON THIS EXTREMELY BUSY TURBOJET ARR TO ORANGE COUNTY. ALTHOUGH WE DID NOT EXPERIENCE A NEAR MISS BECAUSE OF THE TCASII WARNING, WE BOTH FEEL THAT WE WERE RIGHT IN THE MIDDLE OF A NEAR DISASTER. IN TALKING WITH ONTARIO APCH CTL, I WAS ADVISED THAT THE HDF VOR IS AN AUTH DROP ZONE, ONE THEY HAVE TRIED TO ELIMINATE FOR YRS. IS AN AIRLINE DISASTER WITH 3 ACFT, 150 PAX, 10 CREW MEMBERS, AND 20 SKY DIVERS NECESSARY BEFORE THESE DROP ZONES ARE PROHIBITED IN AND AROUND THESE BUSY TERMINAL AREAS?
