Narrative:

Flying VFR to key west, I was released from naval station controller about 4 mi northeast of keywest airport. Tuned radio to key west tower and heard air carrier flight report north shore inbound. Tower cleared air carrier to land #1. I called tower. Tower asked me to report north shore and I immediately did. Tower said that I was #2. I said I was looking for #1. I reported 2 mi right base (still no #1 in sight). When I got to final, I called and said I was ready to turn final. At that point the air carrier flight passed me and almost collided with me. Contributions to incident: navy dumps planes into keywest air traffic area too close to give keywest time to prepare. Air carrier called north shore before he got there so he would be #1. Air carrier did not look for traffic.

I CALLED TWR. TWR ASKED ME TO RPT N SHORE AND I IMMEDIATELY DID. TWR SAID THAT I WAS #2. I SAID I WAS LOOKING FOR #1. I RPTED 2 MI R BASE (STILL NO #1 IN SIGHT). WHEN I GOT TO FINAL, I CALLED AND SAID I WAS READY TO TURN FINAL. AT THAT POINT THE ACR FLT PASSED ME AND ALMOST COLLIDED WITH ME. CONTRIBUTIONS TO INCIDENT: NAVY DUMPS PLANES INTO KEYWEST ATA TOO CLOSE TO GIVE KEYWEST TIME TO PREPARE. ACR CALLED N SHORE BEFORE HE GOT THERE SO HE WOULD BE #1. ACR DID NOT LOOK FOR TFC.
