Narrative:
Panel 8808R right hand wing VFR surface reinstallation was overlooked due to erroneous paper work. Per company paperwork diagram the panel appeared to be on the lower wing surface. Callback conversation with reporter revealed the following information: reporter states the problem was procedural one. The panel involved is a 3 by 3 inch section on the upper wing. It is removed by leaving 1 screw in place and swinging the panel (not a good procedure in reporter's mind), but the diagram shows the procedure for the bottom wing. In finishing the job the upper panel was not reinstalled due to belief it was completed when viewing the bottom wing area. No FAA follow up at this time. Problem is solved with a rewrite of the diagram and paperwork, and procedure to assure an inspector to assure an inspector must watch the installation.
