Narrative:
Detroit metropolitan was conducting simultaneous approachs to runways 3L and 3R. We were on a 320 degree radar vector for the 3R ILS intercept. I (the PNF) had my navigation tuned to the crl VOR and the first officer had this navigation tuned to the 3R ILS. As I was changing my navigation over to the 3R ILS, detroit approach control instructed us to make an immediate right turn to reintercept the 3R ILS. Apparently the first officer's CDI momentarily froze and he flew through the localizer. Using my captain's navigation, we reintercepted the 3R ILS. There were no traffic conflicts that we knew of. I wrote up the first officer's navigation in the aircraft maintenance log.

Title: ACR MLG OVERSHOT LOC TRACK WHEN CLRED FOR APCH DUE TO THE FO'S COURSE INDICATOR FROZE.
Narrative: DETROIT METRO WAS CONDUCTING SIMULTANEOUS APCHS TO RWYS 3L AND 3R. WE WERE ON A 320 DEG RADAR VECTOR FOR THE 3R ILS INTERCEPT. I (THE PNF) HAD MY NAV TUNED TO THE CRL VOR AND THE FO HAD THIS NAV TUNED TO THE 3R ILS. AS I WAS CHANGING MY NAV OVER TO THE 3R ILS, DETROIT APCH CTL INSTRUCTED US TO MAKE AN IMMEDIATE RIGHT TURN TO REINTERCEPT THE 3R ILS. APPARENTLY THE FO'S CDI MOMENTARILY FROZE AND HE FLEW THROUGH THE LOC. USING MY CAPT'S NAV, WE REINTERCEPTED THE 3R ILS. THERE WERE NO TFC CONFLICTS THAT WE KNEW OF. I WROTE UP THE FO'S NAV IN THE ACFT MAINT LOG.
